Two charged in hit and run fatality

Two Clinton residents have been charged following a Sunday morning (March 12) hit and run fatality involving a pedestrian.

Killed was 35-year-old Jade. T. Richardson of Jacksboro.

A Tennessee Highway Patrol (THP) report stated Richardson was walking near the intersection of Clinton Highway and West Wolf Valley Road when she was hit by a 2006 Pontiac G6E four-door sedan around 1:30 a.m. Sunday.

A witness was able to give a description of the vehicle and its direction of travel. A sheriff’s deputy searching for the vehicle located the car a short time later parked at a residence in South Clinton.

Tennessee Highway Patrol arrested two persons at the residence: Isaac Alexander Irwin and Destany Lynn Cotner, both 25 and Clinton residents.

Irwin is the alleged driver and has been charged with hit and run of a person, driving under the influence, and driving on a suspended or revoked license. He also faces a previous contempt of court charge.

His bond was set at $8,400 on all four charges.

Cotner, a passenger in the vehicle, is facing a driving under the influence (by consent) charge. Her bond was set at $1,500.

The THP report is not clear whether Irwin had been consuming alcohol, but it does say he had used drugs.

The THP report said Cotner had been drinking and had used drugs.

Alcohol and drug tests have been requested, which is routine in fatal crashes.

Irwin and Cotner, the report said, were both wearing seat belts.

The crash was investigated by THP Trooper Stephen Barclay is investigating. The Anderson County Sheriff’s Department, Anderson County EMS, Anderson County Rescue Squad, and Claxton Fire Department also responded.
