Knoxville Regional Transportation Planning Organization – Draft FY 2020-2023 Transportation Improvement Program (TIP) with Air Quality Conformity Report Available for Public Comment from September 23, 2019 through October 22, 2019.
The Knoxville Regional Transportation Planning Organization (TPO) Executive Board, responsible for comprehensive transportation planning in the Knoxville Urban Area including Knox County and parts of Anderson, Blount, Loudon, Roane, and Sevier Counties, is updating its Transportation Improvement Program (TIP) from the federal fiscal year period of 2017 – 2020 to the federal fiscal years 2020 – 2023.
The TIP identifies projects that will be funded, designed, and built over the next four years. The TIP is the short-range element of the TPO transportation planning process that is consistent with and implements the projects identified in the regional long-range transportation plan known as the Mobility Plan 2040.
An Air Quality Conformity Determination report was prepared to demonstrate that the implementation of projects within the FY 2020-2023 TIP will conform with the requirements of the Clean Air Act. This ensures that federal funds will not be spent on projects that cause or contribute to any new violations of the National Ambient Air Quality Standards (NAAQS); increase the frequency or severity of NAAQS violations; or delay timely attainments of the NAAQS or any required interim milestone.
In addition to the TPO’s FY 2020-2023 TIP, the air quality conformity determination also covers projects within the entire Knoxville Region that are subject to transportation conformity, which includes areas outside of the TPO Planning Area. These areas include portions of Anderson, Blount, Cocke, Jefferson, Loudon, Roane and Sevier counties and cover projects from the updated FY 2020 – 2023 State TIP (STIP) prepared by the Tennessee Department of Transportation as well as the FY 2020 – 2023 TIP prepared by the Lakeway Metropolitan Transportation Planning Organization.
The TPO is offering multiple ways to review and comment on the draft TIP and air quality conformity determination. The draft TIP can be viewed and downloaded at www.knoxtpo.org. Comments can be submitted to Craig Luebke via email at firstname.lastname@example.org or by phone at 865-215-3825. Copies of the draft TIP are also available for review at the TPO office (400 Main St., Suite 403 Knoxville, TN).
The draft TIP will be discussed at the September 25, 2019 TPO Executive Board meeting and the October 8, 2019 TPO Technical Committee meeting. The TIP is scheduled for final adoption at the October 23, 2019 Executive Board meeting. Each of the meetings will be held at 9:00 am in the Small Assembly Room of the City County Building (400 Main Street, Knoxville, TN). The public is welcome at all meetings.

This cause came to be heard on the 18th day of September, 2019, upon the motion of the Petitioner, Anita F. Hensley, to allow service of process upon heir of the estate, Shana L. England, address unknown, by publication in lieu of personal service. Plaintiff has demonstrated by affidavit that she does not know of the whereabouts of Shana L. England, and has had no contact with her. To date, Shana L. England has not been personally served.
IT IS, THEREFORE, ORDERED that the Clerk of this Court shall:
1. Forthwith cause a copy of this order to be published for four (4) consecutive weeks in The Courier News newspaper, which newspaper is a newspaper of general circulation in Anderson County, Tennessee;
