Notice is hereby given that on May 15 of 2026 Letters Testamentary (or of Administration as the case may be) in respect of the estate of David G Holt, who died 1/19/2026, were issued to the undersigned by the Anderson County Chancery Court of Anderson County, Tennessee. PUBLIC NOTICE ADVERTISEMENT BOND RELEASE APPLICATION
Premium Coal Co., Inc., Airbase Lane, Briceville, TN 37710, is applying for Phase I bond release of on Area #18 , OSMRE Permit No. 2951 which was last issued through 9/10/2011. The permit consists of 319.1 surface acres. This surface coal mine facility is located on Pinnacle Mountain, approximately one mile northwest of the Windrock Community in Anderson County, TN. This site is on the Duncan Flats 129 SE USGS quad map at 36 degrees 06’ 43” latitude and 84 degrees 19’ 24” longitude. The mineral and surface owner of the property is Win- drock Land Company.
The bond amount for this permit is $ 745,800 in the form of a Surety Bond. A bond reduction of $ 447,480 is requested.
The bond release is based on completion of the following reclamation:
1. The area has been backfilled, regraded, and revegetat- ed.
2. Reclamation work was completed in July 2012.
3. Backfillingandgradinghasbeenachievedperapproved reclamation plan.
4. The post-mining land use is primarily unmanaged forestry with a secondary use of fish & wildlife habitat.
Written comments, objections, or request for a public hearing or an informal conference may be submitted to the Office of Surface Mining, 710 Locust Street, Second Floor, Knoxville, TN 37902 prior 30 days following the 09/02/2026,which is last publication date.
