Cecil McGuire
Cecil McGuire, the convicted sex offender that took off and failed to register a forwarding address, has been found, according to Clinton Police Department. Officer Wade with the Rocky Top Police Department arrested him on Jan. 30. The report of his arrest has still not been made available.
