TBI investigating officer-involved shooting on I-75
Dylan Phillips, 27, was being chased by Campbell County sheriff’s deputies into Anderson County, and was eventually pulled over by an Anderson County sheriff’s deputy, according to a report from Clark’s office.
During the attempted arrest, Phillips resisted arrest and used a firearm against the officers at the scene, and was himself then shot multiple times by officers involved in his apprehension.
He survived the shooting and was transported to a hospital by a Life Star helicopter, where he received treatment for his injuries and then released into police custody.
Authorities have not yet said why Campbell County officers were pursuing Phillips, other than reporting that they had determined he was armed.
Phillips has been charged with assaulting an Anderson County deputy sheriff by kicking the officer during his arrest, and “also has multiple charges for aggravated assault for using his firearm against officers at the scene,” Clark said.
Phillips was “pulled over on the 1-75 southbound lanes near mile marker 127 and pointed a weapon at law enforcement, and at that time, shots were fired by law enforcement,” the report noted.
“The Defendant entered his vehicle while refusing commands and continued to flee Southbound on 1-75,” the report continued. “Approximately one mile later, he was forced off the roadway by an Anderson County deputy and placed under arrest. During the arrest, the Defendant resisted by using physical force against the officers.”
After discharge from the hospital, Phillips “was placed under arrest and transported to the Anderson County Detention Facility where he was booked and processed,” the report said. “His bond was set at $850,000,” and “additional charges will also be expected in Campbell County.”
“I am grateful that officers were not injured, and the defendant is recovering,” Clark said in the report, adding that the investigation of the officer-involved shooting “will likely take several months to complete.”
“Because this incident included an officer involved shooting, in consultation with Anderson County Sheriff [Russell] Barker, the district attorney general asked the TBI to conduct the primary investigation into the shooting,” Clark’s report said.
“This was a difficult scene given that 1-75 was shut down and there were two different scenes on 1-75,” the report said, adding that “[District Attorney] General Clark is grateful to TBI and the Tennessee Highway Patrol for their robust and quick response, as well as all the first-responders and departments involved in managing a difficult situation.”
Any additional charges against Phillips will be made by local agencies, Clark said, adding that upon completion of the TBI investigation, “a comprehensive report of the investigation and findings by the district attorney general” will be released.
