Chou, a senior, earned the honor in both the 100-yard butterfly and the 100-yard backstroke.
He closed out his high school career over the winter by breaking his own school records in both events.
At the TISCA state championships in Knoxville, Chou won the 100 fly with a time of 47.26 seconds, besting the mark he previously set at the KISL championships.
He also took second in the 100 back at the state meet, touching in 47.32.
