East Norris, Dogwood roads repaving complete

Duracap Asphalt Paving Contractors of Knoxville moved equipment into place on Monday, Nov. 10, and began grinding off part of the old road surface on Wednesday.
On Thursday, the paving crew put a new 1.5-inch asphalt overlay on East Norris and Dogwood, from Norris Square to 36 Dogwood Road.
Friday, restriping of traffic lanes was done on East Norris Road.
The East Norris Road work was $119,000, and the work on Dogwood Road cost $58,000.
Norris already had enough money in its current budget to cover those sections.
The city plans to extend the repaving of East Norris from Pine Road to Cedar Place, near Andersonville Highway, when money is budgeted for that. The low bid for that section was for an additional $227,000, which essentially would run from Pine Road to the Norris sewer plant (near Andersonville Highway).
Norris does not yet have money set aside in the budget to pay for that additional work. The city was hoping to get some help from the Anderson County Board of Education for repaving East Norris and part of Dogwood roads, based on the heavy use of those roads by school buses serving Norris Middle School.
But City Manager Adam Ledford told the City Council during its June 9 meeting that the school system declined to help with the costs.
Although the contract was awarded to Duracap Asphalt in June, the repaving work was delayed until this month, pending completion of a sewer-rehabilitation project along the same route that included tearing up part of the existing pavement.
The sewer work began July 14, but was finished in early November along the routes to be repaved.
