Grading, fill work underway on N. Seivers near O’Reilly; plans for site still unknown

Although no one will say yet what might be planned for the property along North Charles G. Seivers Boulevard just south of O’Reilly Auto Parts, extensive excavation, grading and fill work has been underway for weeks on the site.

During the past two weeks, the work has even spilled out onto Seivers Boulevard at times, where orange barrels have shut down the right lane for southbound traffic.

Demolition and grading permits were issued by the city of Clinton for the work, which initially involved tearing down some buildings. Then on Oct. 14, a grading permit was issued to Concept Developments Inc. of Clinton, a Joe Hollingsworth company, for the project that is underway and quite visible today.

City officials say no plans for any new construction have been submitted yet for approval by the Planning Commission, and a spokesperson for the property’s owner did not offer any information about what’s in store for the site.

According to Anderson County deed records, the property, which is bordered by Seivers Boulevard, the railroad tracks, West Weaver Street and West Washington Street, is owned by AM/PM Mart of Kentucky, LLC, whose agent is listed as attorney Richard S. Matlock on Gay Street in Knoxville. Its official address is 107 W. Washington St.

Records show AM/PM Mart purchased the property in November 2012 for $220,000.

A woman who identified herself only as “Amanda” returned a call to Matlock, and said that only the grading and fill work is in the plans for now.

“We’re just cleaning up some old, dilapidated buildings that were there and needed cleaned up,” she said via voicemail. “And we’re accepting the concrete from the old bridge to raise the site up there. Just trying to tear down eyesores and accommodate the old bridge teardown materials.”

AM/PM is the name of a chain of convenience stores. The closest ones to Clinton are in Kentucky, according to online searches. Whether the company intends to build one of its stores on the Clinton site remains to be seen.

The property is directly across West Weaver Street from the Y-12 Federal Credit Union branch.
